I'm not able to get 4k at 60Hz.

2017 and up receivers have the capability to change the 4k format between Standard and Enhanced.
This procedure will vary depending on model. If the suggestions below does not match your receiver please refer to your owners manual.

From the Home Menu, go into Input/Output Assign, select TV Out/OSD, and Change the HDMI 4K Signal Format to Standard/Enhanced.
